- BLLC: Enforces 12 Pennsylvania labor laws covering construction workplace misclassification, prevailing wage, child labor, minimum wage, wage payment, health care overtime, medical pay, apprenticeship, equal pay, industrial homework, personnel file inspection, and seasonal farm labor.

Contacts:
- Designate contact persons for coordination; notify each other upon separation or long-term absence.
- Hold annual meetings to review mutual concerns and partnership terms.

Enforcement:
1. Conduct joint investigations in Pennsylvania when feasible.
2. Coordinate enforcement activities and assist each other.
3. Refer potential violations of each other's statutes.

Effect of Agreement:
1. Does not authorize funding or contractual obligations.
2. Does not imply endorsement of each party's policies or programs.
3. Does not diminish either agency's statutory functions.
4. Contains all agreed terms; no oral understandings are binding.
5. Does not limit normal operations or participation in similar arrangements.
6. Complies with relevant federal and state laws, including privacy and information disclosure regulations.

Exchange of Information:
- Cooperate with other government agencies to the fullest extent legally possible.
- Share information when both entities are proceeding on basically the same matter for mutual benefit.
- Confidential information includes identities, employee statements, internal opinions, attorney-client privilege materials, personal data, health info, and trade secrets.
- Confidential Unemployment Compensation (UC) information is subject to 20 CFR 603 and Pennsylvania laws.
- Exchanged confidential information shall be used only for agreed purposes and not redisclosed without written authority or court order.
