Summary

Rural electric cooperatives (RECs) were created in the 1930s to bring electricity to rural areas, and were granted tax-exempt status under § 501(c)(12) of the Internal Revenue Code. However, today they strongly resemble for-profit counterparts, and their tax-exempt status is no longer warranted, working against member interests. Taxing RECs as regular cooperatives could be explored, and their tax-exempt status removed due to changes in their operation and environment.
