Summary

The article analyzes the forms, mechanisms, and methods of control over the penal enforcement system of the Russian Federation by the federal and regional commissioners for human rights, its legal basis, and the correlation of statistical data on the number of the prison population and appeals from it to domestic human rights institutions. The author concludes that there is a need for normative consolidation of the means available to the human rights commissioners to respond to violations of the rights and freedoms of convicts. The Russian penal enforcement system is a complex structure of interconnected and interdependent government agencies, organizations, and institutions, with the Federal Penitentiary Service of Russia at its head, and its main task is to ensure the execution of criminal penalties and other criminal-legal measures. The system requires close attention from controlling bodies and the public due to the peculiarities of the contingent contained within it - individuals limited in their rights due to the crimes they have committed.
