University of Phayao Regulations on Discipline, Maintenance of Discipline, and Disciplinary Actions for University of Phayao Employees B.E. 2564

These regulations were issued under the authority of Section 21 (2) of the University of Phayao Act B.E. 2553, in conjunction with the resolution of the University of Phayao Council at its 3/2564 meeting on April 17, 2021.

The regulations define the terms used, including "University," "University Council," "President," "Personnel Management Committee," "Supervisor," and "Employee."

Section 1: Discipline and Maintenance of Discipline

Employees must maintain discipline and follow the rules and regulations of the university.
Employees must support the democratic system of government with the monarch as head of state.
Employees must perform their duties with honesty, integrity, and impartiality.
Employees must follow the orders of their supervisors, unless such orders are unlawful or contrary to the university's regulations.
Employees must not engage in any behavior that could compromise their impartiality or bring disrepute to the university.

Section 2: Disciplinary Actions

Employees who violate the regulations may face disciplinary actions, including warning, salary reduction, demotion, dismissal, or termination.
The president has the authority to impose disciplinary actions, taking into account the severity of the offense and any mitigating circumstances.
The disciplinary actions must be proportionate to the offense and must not be imposed on innocent employees.

Section 3: Investigation and Disciplinary Proceedings

If an employee is suspected of violating the regulations, the president may order an investigation to determine the facts of the case.
If the investigation finds evidence of wrongdoing, the president may appoint a disciplinary committee to hear the case and recommend disciplinary actions.
The disciplinary committee must conduct a fair and impartial hearing, and the employee has the right to defend themselves.
The president has the final authority to impose disciplinary actions, taking into account the recommendations of the disciplinary committee.
