Summary

The IUCN-WCPA Task Force on Other Effective Area-Based Conservation Measures (OECMs) met in Germany from June 30 to July 4, 2016, to advance guidance on OECMs. The meeting built on previous discussions, including the Cambridge meeting in January 2016, and aimed to define what constitutes OECMs. Aichi Target 11 of the CBD Strategic Plan on Biodiversity (2010) requires that at least 17% of terrestrial and inland water, and 10% of coastal and marine areas, be conserved through effectively managed protected areas and OECMs by 2020. The Task Force discussed criteria for defining OECMs, including purpose, duration, conservation outcomes, and strength of conservation measures. The meeting concluded that potential OECMs occur in two main situations: areas that meet all elements of the IUCN definition of a protected area except for official recognition, and areas that do not meet one or more elements of the definition but conserve nature through secondary or ancillary conservation. The Task Force collated case studies and reviewed them against criteria and categories, and participants from diverse backgrounds discussed various aspects of OECMs, including governance, culture, assessment, and recognition. The meeting resulted in a preliminary outline of guidance on OECMs and a work plan for further development.
