Summary

The concept of environmental justice emerged in the 1970s and 1980s, with communities fighting against polluting industries and landfill sites, particularly in African American neighborhoods. A landmark case in Houston in 1979 and protests in Warren County, North Carolina, in 1982, highlighted the issue of environmental racism. Studies revealed that hazardous waste landfills were disproportionately located in African American communities. The environmental justice movement gained momentum with the 1991 First National People of Color Environmental Leadership Summit, which broadened the movement's focus to include public health, worker safety, and community empowerment. The Summit led to the adoption of the "Principles of Environmental Justice" and President Clinton's Executive Order 12898 in 1994, which addressed environmental justice in minority and low-income populations. Despite progress, grassroots activists continue to push for greater action to address environmental inequities and unequal protection.
