Summary

Development of offshore wind in the US has been limited due to an unclear understanding of its economic value within local or regional electricity markets. This project explores the marginal economic value of offshore wind projects along the US east coast from 2007-2016, considering energy, capacity, and REC value, avoided air emissions, and wholesale price effects. Using historical weather data and wholesale market outcomes, the study develops a method to estimate the value of offshore wind, including its variation by location and over time. The analysis also evaluates value differences between offshore and onshore wind, the impact of larger rotors and taller towers, and the effect of storage on value. The study aims to provide insights for stakeholders, including wind developers and energy system decision-makers, and inform the US DOE on offshore wind technology cost targets.
