Summary

HFC-23 is a potent greenhouse gas, 14,800 times more damaging than CO2, produced as a by-product of HCFC-22 manufacture. Despite incineration technology being available, emissions of HFC-23 are increasing, with 127 million tonnes CO2-equivalent emitted annually. The Environmental Investigation Agency found that 17 non-CDM production lines in China are venting millions of tonnes of CO2e per year, and that other countries' facilities may also start venting HFC-23, potentially leading to a "climate bomb" of over 2 billion tonnes CO2-equivalent emissions by 2020. Governments must act to defuse this threat by mandating HFC-23 destruction or offering incentives for its destruction.
