Summary

A stochastic viability approach is proposed for ecosystem-based fisheries management, accounting for dynamic complexities, uncertainties, risk, and sustainability constraints. The approach, called Co-Viability Analysis (CVA), expands on Population Viability Analysis (PVA) and the precautionary approach, considering both ecological conservation and economic sustainability in a multi-species, multi-fleet context. An illustration using data from the Bay of Biscay fisheries in France shows that CVA can guarantee both ecological and economic sustainability, identifying fishing efforts that ensure co-viability. The status quo strategy is found not to be viable, while a co-viability strategy can achieve both ecological and economic sustainability.
