Summary

The implementation of the Forest Code has not advanced in the Atlantic Forest since the publication of Law 12.651 in 2012. A significant part of agricultural lands remains unregistered in the Rural Environmental Registry (CAR), with many overlaps between CAR and public lands. 84% of registered properties had deficits in Permanent Preservation Area (APP) and Legal Reserve (RL) of less than 0.5 ha in 2008, with deficits concentrated in specific regions and land tenure profiles. The rules for estimating APP deficits are clear, but those for Legal Reserve deficits still present uncertainties. Territorial planning can accelerate CAR validation, Law implementation, and forest restoration, but the Forest Code is insufficient to achieve restoration goals, requiring complementary public policies and private instruments.
