Summary

Indonesia is experiencing large-scale land grabbing as part of its "accelerated development programme", with different provinces assigned to different industries, such as palm oil and mining. The spatial planning process, which is supposed to be open and participatory, is often controlled by consultants and government offices favoring capital and local elites, with concessions given without community consent. To challenge this, community drones are being used to generate high-quality maps, allowing communities to prove that companies have operated outside concessions and destroyed important livelihood areas. This counter-mapping has led to successes, such as the inclusion of customary land rights in provincial spatial planning law and the upholding of a national mining law requiring corporations to build smelters and refineries.
