Summary

Jameson Quinn and Bruce Schneier propose a novel proportional voting system, Single Divisible Vote with Least-Popular Elimination (SDV-LPE), to reduce the power of minority voting blocs. The system, based on approval ballots, aims to resist strategic manipulation and provide similar results to a naive multi-winner plurality system. It was developed in response to the 2015 Hugo Awards, where a minority voting bloc, the Sad Puppies, successfully co-opted the nominations. The SDV-LPE system uses a bottom-up "greedy" algorithm to eliminate the weakest candidates, minimizing the risk of strategic voting and bullet voting.
