Society faces complex global challenges, such as urbanization, ecological issues, and market failure, which require collaborative innovation development processes involving private actors, universities, civil society, and politics. The quintuple helix model for innovation is a promising framework, but lacks empirical evidence. Urban living labs can facilitate quintuple helix innovation through inter-organizational design and multi-stakeholder innovation development processes, driven by eco-entrepreneurship. This approach can help tackle socio-ecological challenges by means of public–private interactions, but requires governance mechanisms to connect top-down and bottom-up approaches.
