Summary

Transport is Europe's biggest source of CO2, responsible for over a quarter of all greenhouse gases, with emissions increasing by a quarter since 1990. To meet 2050 Paris climate commitments, cars and vans must be entirely decarbonised by ending sales of cars with internal combustion engines by 2035. Measures to tackle emissions from cars and vans have largely failed, with new car CO2 regulations delivering only a 10% reduction in on-road emissions in 20 years. Carmakers have exploited testing procedure flexibilities, resulting in a 42% gap between test results and real-world performance. The average fleet CO2 emissions from new cars is set to rise due to increases in car size, weight, and power, with SUV sales rocketing from 4% in 2001 to 26% in 2016. Electric cars are significantly lower in carbon throughout the EU, and a raft of model upgrades and flexibilities will enable most carmakers to achieve their 2021 goals, but many will need to increase sales of sub-50g CO2/km vehicles.
