Summary

Surface transportation in the United States is a large source of greenhouse gas emissions, with roughly a third of America's carbon dioxide emissions coming from moving people or goods, and 80 percent of these emissions from cars and trucks. To reduce emissions, policymakers focus on efficient vehicles, alternative fuels, and reducing vehicle miles traveled. However, less attention is given to reducing emissions by reducing traffic congestion, which increases fuel consumption and emissions. A comprehensive methodology using vehicle activity measurements and emission factors can estimate emissions reduction from congestion mitigation programs. Researchers have developed vehicle emissions models and collected data on driving patterns, allowing for accurate estimates of CO2 emissions under different conditions. By applying these models to a large vehicle activity database, researchers can determine emission values for individual trips and develop speed-based emission factors, showing that most trips produce around 330 grams per mile of CO2 emissions, but this varies depending on driving pattern, roadway type, and traffic congestion.
