Summary

Climate change poses increasing risks to economic growth and development efforts, particularly in semi-arid regions (SARs) which are exposed and vulnerable to its impacts. While research has focused on households and communities, little has examined the private sector's role in adaptation, despite its critical contribution to growth and development. This paper addresses this gap by reviewing key factors for an enabling environment for private sector adaptation, focusing on small and medium enterprises (SMEs) in Kenya and Senegal's SARs. It combines literature on enabling environments for private sector development and adaptation to develop an assessment framework, revealing that while both countries have taken action, much remains to be done to support private sector adaptation to climate change, particularly for SMEs in SARs.
