Strategies, utilities, and objectives are defined, including probabilities of selecting actions, costs and rewards, and state-dependent decisions. Equilibrium strategies are presented, and the results compare non-cooperative and cooperative approaches, demonstrating the benefits of cooperation in terms of total system utility.
