The main contribution lies in addressing the challenge of handling vehicles that remain on a road section for multiple sampling cycles. These vehicles are initially detected but not considered in subsequent cycles if they haven't reached the downstream detector. The iterative approach allows for these persistent vehicles to be incorporated into the estimation process, leading to more precise TSMS calculations.

The proposed method is evaluated using NGSIM data from the I-880 highway in the San Francisco Bay Area, demonstrating its excellent performance compared to previous approaches. This research offers a practical solution for traffic applications requiring accurate average speed estimates based on loop detector measurements.
