Summary

The Web's original perception was as a static repository of unstructured data, but this model is breaking down as programs generate information dynamically and intelligent agents assist human browsing. The next phase, the Semantic Web, involves encoding properties and relationships between objects, but this is primarily declarative semantics that changes slowly. Dynamic semantics, which involve creation of content guided by user actions, time, and other conditions, are equally important but have received less attention. Integrating static and dynamic aspects of the Web is crucial, and a new language, Water, is proposed to achieve this while keeping close to the XML framework. The Semantic Web movement aims to introduce formal languages for expressing concepts and relations in a machine-readable way, but this is limited to static semantics. Dynamic semantics are represented procedurally, change rapidly, and are essential for the Web's maturity, with examples including CGI scripts, Active Server Pages, and customized ads. Transparency between static and dynamic data is a key property that allows systems to be extended by replacing static data with dynamically generated objects.
