Summary

A semaphore consists of a counter, waiting list, and two methods: signal and wait. The wait method decreases the counter, adding the caller to the waiting list and blocking if the counter is negative. The signal method increases the counter, removing a process from the waiting list and resuming its execution if the counter is not positive. If S.count < 0, its absolute value represents the number of waiting processes. The waiting list can be implemented as a queue for FIFO order, but program correctness should not depend on its implementation.
