Therefore, it is proposed to hire a consulting company to oversee the project. The consultant should have experience in managing complex IT projects, with a team including a project manager and a system architect, both with significant experience in document and information management, and portal development.

The evaluation method will be 80% technical and 20% financial, with a maximum discount of 10% on the project budget. The consultant's tasks will include analyzing requirements, writing tender documents, evaluating proposals, supporting contract signing, monitoring project implementation, and providing bi-monthly reports to the federation.
