Summary

People of color are overrepresented in Massachusetts state prisons, with Black people imprisoned at a rate 7.9 times that of White people and Latinx people at 4.9 times that of White people. This report analyzes data from several agencies to understand the factors contributing to these disparities. The findings show that Black and Latinx people are overrepresented in the criminal caseload, making up 17.1% and 18.3% of cases, respectively, despite comprising only 6.5% and 8.7% of the state population. They are also less likely to have their cases resolved through less severe dispositions and receive longer sentences than White people, with Black people receiving sentences 168 days longer and Latinx people 148 days longer on average. Regression analysis considers factors such as criminal history, demographics, and initial charge severity to explain these disparities.
