Summary

The Singapore Botanic Gardens was nominated for the UNESCO World Heritage List in 2014, and this study reviewed its heritage definitions based on four relevant documents, using the HUL Assessment Framework to analyze conservation documents and public feedback. The study found that the Gardens has different definitions of cultural significance, defined by the state, the parameters of Outstanding Universal Value, and by generations of users. The HUL Assessment Framework was effective in mapping heritage resources and capturing different interpretations of heritage meanings, and its use in this study broadens its application and integrates diverse stakeholders in defining heritage. The study explores whether the national and international heritage listing captures the essence of the site's cultural significance, including the values and attributes that make it an important place for present-day residents of Singapore.
