The EU Counter-Terrorism Coordinator has submitted a note to the Council on foreign fighters and returnees from a counter-terrorism perspective, particularly with regard to Syria. The note sets out 22 orientations to address the problem, including:

Improving knowledge of recruitment and facilitation networks
Identifying major security risks for the EU from foreign fighters
Sharing expertise on counter- and de-radicalisation projects
Reinforcing contributions to Check the Web and exploring social media monitoring
Providing a factsheet on EU support to the Syrian population
Launching humanitarian aid projects as alternative ways for youngsters to help
Drafting lines to take on EU policy towards Syria
Appointing an Arabic-speaking EU spokesperson
Establishing a new workstream on foreign fighters
Reaching out to the European Parliament on an EU PNR system
Increasing and harmonising use of the SIS alert system
Presenting reports on foreign fighters and legal frameworks
Providing input on mapping routes used by foreign fighters
Carrying out high-level demarches to priority third countries
Exploring capacity building assistance and workshops
Setting up regular exchanges among liaison officers
Organising ad hoc meetings with government experts
Producing Heads of Mission reports
