States with highly fragmented school districts have greater levels of school segregation, which is linked to numerous negative academic and social outcomes. The fragmentation of school districts, mainly caused by urbanization, has led to increased segregation in American public schools, with urban districts enrolling more low-income students of color and suburban districts having more white and middle-class students. A study analyzing enrollment and segregation trends in four states (New York, New Jersey, North Carolina, and Virginia) found that less fragmented states (North Carolina and Virginia) have fewer intensely segregated schools and smaller disparities in exposure to white students and low-income students. The study suggests that regional strategies, such as transfer programs, regional magnet schools, and district consolidation, are needed to address the problems of school segregation.
