Summary

Crisis management systems play a critical role in supporting responders and decision makers in crisis and emergency management functions. A three-year study analyzed over 170 crisis management systems in Germany, outlining their functions, user groups, targeted stakeholders, technological requirements, and scope of services. The study found that these systems are widespread in private and public organizations, but quantitative studies on their dissemination, application areas, and functions are rare. Previous studies, such as Dombrowsky's 1991 analysis of 67 systems and the 2002 Crisis Information Management Software (CIMS) Feature Comparison Report, have provided some insight, but more research is needed to understand the complexity and interdependencies of crisis management systems. Recent events, such as terrorist attacks and natural disasters, have increased the need for technological solutions and funding in security technology, with programs like the German Federal Ministry of Education and Research's security research program funding over 50 research projects with a budget of over 116 million euros.
