The HAVEN incident occurred off Genoa on 11 April 1992, resulting in pollution damage in Italy, France, and Monaco, with possible damage in Spain. The shipowner's limitation proceedings were opened in May 1991, with a limitation amount of Llt 23,950,220,000 (€10.8 million). The IOPC Fund intervened in the proceedings, reserving its right to challenge the shipowner's right of limitation. Approximately 1,300 Italian claimants presented claims, with a total amount of Llt 1,541,488,793,305 (€696 million). The largest claim was from the Italian Government, totaling Llt 242,899,669,151 (€1.1 billion), including an item for presumed environmental damage of Llt 100,000 million (€45 million). The IOPC Fund has set up a database system to examine the claims, and its experts are reviewing the documentation. The claims are categorized into 15 types, including boom cleaning, clean-up on shore, damage to tourism, and environmental damage. The IOPC Fund's evaluation of the claims is ongoing, and the total amount of claims may increase as further claims are submitted.
