The Extreme Cold Weather Emergency Response Plan has three activation levels:

Level II (Response) when air temperature or wind chills reach -30C for more than 2 days or -40C for more than 2 days, or 20 cm of snow falls within 12 hours, with task force groups meeting virtually and daily situational reports.
Level III (Complex Response) when air temperature or wind chills reach -30C for more than 10 days or -40C for more than 5 days, or 25 cm of snow falls within 24 hours, with full-scale activation and long-term recovery operations.
