Summary

The New York State Education Department is proposing to adopt new linkage rules and an enhanced growth model for Annual Professional Performance Reviews (APPRs) for certain classroom teachers and principals. The proposed rules would modify the approach to attributing students to teachers and schools for State-provided growth measures, and would implement a value-added growth model for the 2014-2015 school year and thereafter. The proposed amendments would also revise the definitions of teacher or principal student growth percentile score and value-added growth score. The Board of Regents is being asked to adopt the proposed rules and amendments as an emergency measure.
