Armenia's national qualifications framework (NQF) was adopted in 2011 and updated in 2016, with eight levels covering general education, vocational education and training (VET), and higher education. The NQF aims to improve transparency, assist employers in assessing workforce skills, and inform government decisions on skills matching adjustments. The framework has not yet had an impact on end-users, with governments prioritizing higher education over VET. Armenia participates in the Bologna process and has a principal policy framework, the Armenia Development Strategy (ADS) 2014-2025, which identifies priorities including growth of employment, development of human capital, and improvement of the social protection system. The government program for 2019-2023 aims to build a high-tech, industrial, competitive, export-oriented, inclusive economy, with a focus on modernizing education and improving its quality.
