The City of Loveland's Electric and Communications Enterprise ("Pulse") has implemented procedures to ensure compliance with the Federal Communications Commission's ("FCC") Customer Proprietary Network Information ("CPNI") Rules. Pulse's CPNI procedures include:
- Not using, disclosing, or permitting access to CPNI without customer approval, except to initiate, render, bill, and collect for services, protect rights and property, provide inside wiring installation, maintenance, and repair services, or as required by law.
- Obtaining customer approval through written, oral, or electronic methods when required, and maintaining records of approvals for at least one year.
- Requiring independent contractors to enter into confidentiality agreements to safeguard CPNI.
- Notifying customers of their right to restrict the use or disclosure of CPNI, and providing a statement containing a description of CPNI, the types of information that constitute CPNI, and the purposes for which CPNI will be used.
- Implementing procedures for customer privacy, including training personnel, adopting a supervisory review process, and an express disciplinary process.
- Authenticating customer identity prior to disclosing CPNI, and establishing security passwords and password protection for online accounts.
- Maintaining records of any discovered breaches, notices to the Secret Service and FBI, and their responses, for at least two years.
