Summary

The Democracy Technology Partnership Act aims to counter authoritarian governments' technological advancements by forming a technology partnership among democratic nations to promote democratic institutions, norms, and values. The Act establishes an International Technology Partnership Office, led by a Special Ambassador, to develop harmonized technology governance regimes, identify multilateral mechanisms, and coordinate with partner countries. The partnership will focus on technologies like AI, 5G, and semiconductor chips, and pursue objectives such as coordinating technology policies, adopting shared data standards, and facilitating partnerships among research universities and businesses. A $5 billion International Technology Partnership Fund will support joint research projects and technology investments in third-country markets. The Act also requires the Secretary of State to submit a report to Congress on a national strategy for technology and national security.
