A feasibility study for a future coordinated cross-border vaccination campaign in EU and non-EU countries was conducted as part of the EU Joint Action on Vaccination (EU-JAV). The study aimed to tackle immunity gaps in populations that have not been vaccinated against measles, but was revised to include all vaccines in national immunization programs (NIPs) and Covid vaccination. Data was collected through a survey of 32 countries, with 28 responses, and 4 workshops with public health officials and EU stakeholders. The survey found that only 9 countries had previously worked across borders, with central and eastern European countries more likely to report collaborative practices. Barriers to cross-border collaboration were identified, and platforms for knowledge and practice exchange were suggested as facilitators. Seven themes were identified as relevant for EU-wide and cross-border campaigns, including adult vaccination, working with pharmacists, and communication strategies, with six additional themes added after further digital workshops, including comparable data on vaccine acceptance and training risk communicators.
