Summary

The Technical Support Committee of the Regional Oversight Mechanism of the Peace, Security, Cooperation Framework for the DRC and the Region met in Nairobi, Kenya, in June-July 2013, to define benchmarks and follow-up measures for the implementation of the PSC Framework. The committee, co-chaired by the UN Special Envoy and the AU Special Representative, identified regional benchmarks and indicators of progress, focusing on commitments at the regional level, and emphasized measures to promote justice, fight impunity, and reinforce states' sovereignty. The committee recommended a consultative process to discuss proposed benchmarks with international partners and secure their support, and called upon the Heads of States of the region to endorse the recommendations.
