Summary

A study analyzed data from the Port Authority of Allegheny County (PAAC) in Pennsylvania to investigate the impact of entry fare and exit fare policies on passenger stop delay, or dwell time. The findings suggest that the choice of fare policy can significantly affect dwell time, and that the effect of fare policy varies with route characteristics. The study recommends operating an entry fare policy on local routes with frequent stops and evenly distributed ridership, and an exit fare policy on express and bus rapid transit routes with fewer stops and substantial passenger movements at major stops. The research used automated passenger counter and automatic vehicle location data to estimate dwell time under different fare payment scenarios, and found that off-vehicle fare collection results in the least passenger stop delay, but requires significant supporting infrastructure.
