Estonia's Electric Safety Act.pdf

The Electric Safety Act (RT I, 29.06.2014, 15) was adopted on 24.01.2007 and has been amended several times. It regulates safety measures to prevent and mitigate electrical and electromagnetic hazards for people, property, and the environment. The act applies to:

1. Electrical Equipment and Installations:
- Design, production, testing, maintenance, and use of electrical equipment and installations.
- Electrical safety, electromagnetic compatibility, and resistance to electromagnetic interference.

2. Responsibilities:
- Manufacturers, importers, distributors, and sellers of electrical equipment.
- Owners and operators of electrical installations.
- Electrical contractors, technical inspectors, personnel certification bodies, and electrical installation maintenance providers.

3. Definitions:
- Electrical installation, electrical installation maintenance plan, electrical installation operation (maintenance), electrical installation feed point, electrical equipment, electromagnetic interference, electromagnetic environment, electromagnetic compatibility, electromagnetic immunity, and safety low-voltage power source.

4. Classification of Electrical Installations:
- Installations are classified into three categories based on electrical risk: first, second, and third category.

5. Requirements for Electrical Equipment and Installations:
- Electrical equipment and installations must be designed, manufactured, installed, maintained, and used in a way that ensures safety and electromagnetic compatibility.

6. Placing Electrical Equipment and Installations on the Market:
- Electrical equipment and installations can be placed on the market if they comply with the requirements set by the responsible minister.

The act entered into force on 20.07.2007, with subsequent amendments coming into effect on various dates up to 01.07.2014.
