Summary

The federal Healthy Food Financing Initiative provides grants, loans, and technical assistance to improve access to healthy foods in low-income communities. From 2011-2016, the U.S. Department of Health and Human Services awarded over $50 million through the Community Economic Development program. Although funding was discontinued in 2017, CED still accepts proposals for food-related projects. Eligible applicants must be private, nonprofit community development corporations with 501(c)(3) status, and projects can include startup or expansion of businesses, capital expenditures, and loans or equity investments. Examples of funded projects include the Food Desert Community Outreach and Jobs Creation Program in Columbus, Ohio, and Mandela Foods Cooperative & Mandela Foods Distribution in Oakland, California, which created jobs, increased access to healthy food, and supported local farmers.
