Summary

The human rights situation in Syria has deteriorated significantly since November 2011, with widespread violence, socio-economic hardships, and gross human rights violations. The Government has failed to protect its people, committing systematic and gross human rights violations, while anti-Government groups have also committed abuses. The commission calls for an end to violence, accountability, and reconciliation, recommending an inclusive political dialogue and credible consultations with the population, including women and minorities. Profound political, justice, and security sector reforms are also necessary. The commission recommends that the Office of the United Nations High Commissioner for Human Rights continue to monitor human rights violations and maintain a confidential database to ensure perpetrators are held accountable.
