Summary

Le Rapporteur spécial sur les droits de l'homme des migrants, François Crépeau, a consacré sa première année de mandat à une étude sur la gestion des frontières extérieures de l'Union européenne et ses incidences sur les droits de l'homme des migrants. Il a mené des consultations avec des représentants de l'Union européenne à Bruxelles et effectué des visites dans des pays situés de part et d'autre des frontières extérieures de l'Union, notamment la Grèce, l'Italie, la Tunisie et la Turquie. Le Rapporteur spécial se félicite de l'intégration des droits des migrants dans la politique migratoire de l'Union européenne, mais demeure préoccupé par le fait que la protection des droits fondamentaux des migrants, en particulier ceux en situation irrégulière, n'est souvent pas assurée sur le terrain. Le rapport aborde les problèmes liés à la gestion sécuritaire des migrations, au contrôle des frontières, à la détention, à l'externalisation des opérations de contrôle des frontières et à l'insuffisance du partage des responsabilités avec les États situés aux frontières de l'Union européenne.
