Summary

Despite international agreements to reduce greenhouse gas emissions, global emissions have increased by 25% since 2005, with a significant portion embedded in internationally traded goods, known as the "carbon loophole." The US and other major developed economies have made progress in reducing domestic emissions, but imports of carbon-intensive goods undermine these efforts.
