* Harmonized approach to security of supply and investigation of licence breaches

The SEM will introduce new contractual arrangements for trading wholesale electricity, including a gross mandatory pool arrangement and a Trading and Settlement Code governed by a single law. The legislation will also provide for changes to transmission and distribution arrangements, modification of existing licences, and replacement of existing orders.
