Summary

The UK Government proposed a Teaching Excellence Framework (TEF) to identify and reward high-quality teaching in Higher Education Institutions (HEIs), aiming to benefit students and ensure diversity and social mobility. The review assessed the quality and robustness of these data sources, their implications for making determinations on institution or course performance, and areas for improvement. The review team used standard quality frameworks and statistical good practice, interviewing organizations and individuals involved in the data sources, including HEFCE, HESA, HESPA, Ipsos-MORI, and two higher education institutions.
