Summary

The Committee on the Rights of the Child considered Belgium's second periodic report and adopted concluding observations. The Committee appreciated the report's comprehensive and self-critical nature, as well as the presence of a high-level delegation. It welcomed various initiatives, including the adoption of new laws, combating trafficking and child sexual exploitation, and ratification of the Optional Protocol to the Convention on the involvement of children in armed conflict. However, the Committee expressed concerns regarding unaddressed concerns and recommendations from the initial report, reservations and declarations, legislation, coordination, and monitoring structures. It recommended that Belgium address these concerns, review its declaration and reservation, ensure rights-based laws, establish a national commission for child rights, and create independent human rights institutions to monitor the implementation of the Convention.
