Summary

The National Planning Policy Framework (NPPF) requires Local Plans to be supported by a Strategic Flood Risk Assessment (SFRA) and to apply a sequential, risk-based approach to development location. The Sequential Test ensures areas with little or no flood risk are developed before those with higher risk. The test uses the Environment Agency's flood zones, with development preferred in Flood Zone 1 (low probability of flooding) over Zones 2 (medium probability) and 3 (high probability). An Exception Test is applied in certain circumstances, such as residential development in Flood Zone 3a, requiring the development to provide wider sustainability benefits and a site-specific flood risk assessment demonstrating safety. North Lincolnshire Council has applied the Sequential Test in preparing its Local Plan, considering flood risk and other factors in selecting development sites.
