De Vereniging van Nederlandse Gemeenten heeft een handreiking opgesteld om gemeenten te ondersteunen bij het opstellen van een Lokale Inclusie Agenda, een verplichting die voortkomt uit de ratificatie van het VN-Verdrag Handicap. De handreiking bestaat uit twee delen: de Routekaart, die beschrijft hoe een gemeente het maken van een Lokale Inclusie Agenda kan aanpakken, en de Index, die beschrijft welke onderwerpen aan bod komen in de Lokale Inclusie Agenda. Het doel van de Lokale Inclusie Agenda is om een inclusieve samenleving te creëren waarin iedereen, met of zonder beperking, kan meedoen en waarin niemand wordt gediscrimineerd of uitgesloten. De handreiking is tot stand gekomen door een uitgebreide analyse van bestaande Lokale Inclusie Agenda's en diverse bijeenkomsten met ervaringsdeskundigen en medewerkers van gemeenten.
