Summary

Thailand has made significant progress in reversing AIDS epidemics, but challenges remain in ensuring key populations (KPs) receive public health interventions. Civil Society organizations (CSOs) play a vital role in supporting prevention and treatment of HIV/AIDS, and the government has allocated a budget to support CSOs in providing HIV/AIDS services targeting KPs. A study was conducted to assess the National Health Security Office's (NHSO) financial arrangement in contracting CSOs for HIV/AIDS services, identifying enabling factors and barriers to CSOs' performances. The study found that the NHSO's per capita KP payment system is measurable and encourages wider engagement with CSOs, but faces challenges such as unclear selection criteria, limited funding functionalities, and operational challenges. Recommendations include clearly identifying national targets, ensuring adequate budget for the NHSO, and building CSO capacity through technical and funding support.
