Summary

The US is experiencing its longest economic recovery, but rural communities are not reaping the benefits. Economic restructuring and policy decisions have hollowed out opportunities, and agglomeration effects have boosted city growth while rural areas shrink. Rural America was hit harder by the recession, with employment in nonmetro counties decreasing more than in metro counties and yet to return to pre-2008 levels. Labor force participation in nonmetro areas has dropped, and population growth is stagnating, with some areas experiencing population loss. However, rural communities have unique assets, including growing populations, natural resources, innovation, and community social capital, which can be invested in to promote resilience. Federal investment in these strengths can help build a brighter future.
