Summary

TVA decided to close the SWL and Ash Impoundment 2 in place with regrading and construct a new PWB (Alternative C), achieving the project's purpose and need with less movement of CCR material, dewatering, and air quality impacts, potentially completing sooner and at a lower cost than Alternative B. Minor impacts to land use, prime farmlands, soil, surface water, vegetation, wildlife, and wetlands are expected. TVA will use best management practices and mitigation measures, including routing final drainage to existing or new discharge outfalls, obtaining a Clean Water Act Section 404 permit, and tracking tree removal.
