Commercial radiation sources and radioactive materials pose no unacceptable risks when used correctly, with applications in medicine, industry, agriculture, and environmental research providing significant social and economic benefits. The International Atomic Energy Agency (IAEA) has advanced the use of ionizing radiation and established international standards for protection against radiation exposure and safety of radiation sources. However, despite these standards, accidents involving radiation sources have occurred, resulting in tragic consequences, including loss of life and environmental damage.

A common denominator of these accidents is a breach of safety or security requirements, which could have been prevented through the enforcement of international safety standards. Radiation sources can be detrimental to human health if unsafe or unsecured, with risks varying depending on their characteristics. Sealed sources can present a risk from external radiation exposure, while damaged or leaking sealed sources and unsealed radioactive materials can lead to environmental contamination and intake of radioactive substances.

The IAEA has compiled a list of major radiation-related accidents and assessed their causes and consequences to foster the exchange of experience and application of lessons learned. The Agency is taking steps to strengthen international cooperation for radiation safety and security, including the development of a multi-faceted Action Plan to be endorsed by the IAEA's Board of Governors and presented to the Agency's Member States.

The terms radiation safety and security refer to different aspects of the global problems being faced. Radiation safety refers to the features that diminish the likelihood of something going wrong with a source, resulting in overexposure, while security of radioactive material refers to the features that prevent unauthorized possession of radioactive materials. The safety issue covers all types of radiation sources, while the security issue is usually limited to radioactive materials alone.

The IAEA is working to address the problems of radiation safety and security, including the development of international standards, provision of technical assistance, and promotion of international cooperation. The Agency's efforts aim to prevent accidents and ensure the safe and secure use of radiation sources and radioactive materials, protecting human health and the environment.
