Summary

A growing number of academics and policymakers recommend a revenue-neutral carbon "tax swap" deal, where revenues from a new carbon tax would be used to reduce pre-existing taxes. However, there are technical and pragmatic flaws in this proposal. Technical flaws include: a carbon tax may make the tax code more inefficient and hinder economic growth; the "social cost of carbon" is not a proper benchmark for a unilaterally implemented carbon tax due to "leakage"; existing government policies already discourage carbon emissions, so a new carbon tax should be smaller; and an overly aggressive carbon tax can be a cure worse than the disease. Practical flaws include: promises of "revenue neutrality" are hollow given US history; the complexity of the tax code and political realities make it difficult to implement a revenue-neutral carbon tax; a carbon tax would be regressive, hurting low-income households; and there are better ways to reduce carbon emissions, such as reducing subsidies to carbon-intensive industries.
